In February 2009 Congress passed the American Recovery and Reinvestment Act of 2009 (”the Stimulus”). Later in February 2009 the Obama Administration announced additional health industry cost saving initiatives and proposed incentives to physicians. MARTIN Parr described his photo essay on Vietnam as a chronicle of the “knock-on effect of climate change”.

“I’m not actually photographing climate change per se, ” he says. “It is almost an impossible thing to photograph because it is nebulous and abstract.”

Martin was invited by Oxfam to capture images of areas affected by flooding ahead of the global climate change summit in Copenhagen.

He visited the country’s most vulnerable zones, the central coastal province of Quang Tri and the Hai Lang district, where severe storms in September – up to 16in (400mm) of rain in eight hours in some areas – wiped out rice crops.

Among the most striking encounters of his trip was meeting a couple forced to take refuge in a hastilycontructed mezzanine above their home and who had to tie their wedding bed to a tree to prevent it being washed away.

“To think they spent five or six days up there during floods . . . you can’t help but be moved by that, ” says Martin.

As for attitudes to climate change, he complains governments are “just playing at the edges” of the problem.

Change requires some “really radical determination”, he adds.

“With the demands on the globe increasing all the time, with the wealth creation in emerging economies, particularly the likes of China, India and Brazil, where everyone will want the car, the fridge, the air conditioning that you and I take for granted, we are screwed.”

He is also realistic about the prospect of “making a difference” through photography.

“It’s naive to expect or hope that any photograph you take is ever going to change anything, ” he says

1.They will have to have lived in the region, preferably the constituency, for the last five years.

2. They will not be part of some shortlist imposed on voters by party HQ.

3 They will agree to comply in full with the conditions put forward by Sir Christopher Kelly regardless of any future watering down.

4.They will declare publicly, when standing, any outside interests and swear not to take on any more if they are elected.

5.They will swear that they will not have any of their private money invested in any company involved in the manufacture of arms and munitions.

The Fly Who Came In From The Cold

Just before Thanksgiving, I opened my back door and eagerly let in the fresh air of a very beautiful day. The door stayed open for several hours and I went about my business of packing a suitcase. I was headed to Florida for some turkey and at least a dozen other side dishes

By day’s end, I had closed the door, shut the suitcase, and went to bed early so I would be refreshed for an early-morning flight to my parents’ home.

As I usually did upon retiring, I turned off the bedroom light and turned on the television before falling asleep. I became more and more sleepy and was just about to turn off the television when I felt something brush across my face. And then, just at the moment of pushing the button to turn off the TV, a small something-or-other darted across the screen. But I was too tired to consider what flew across the final frame of whatever program I was watching.

I woke up at 4:45am according to plan and as I walked into the kitchen, there it was on the counter. It was a fly. But I was still a little too tired and a little too slow to do anything about it. So I went into the bathroom to take my shower while the coffee brewed

Northrop Grumman Corp. has stepped up its threat to pull out of a $35 billion competition to build aerial refueling tankers for the U.S. Air Force.

In a letter to the Pentagon’s top acquisition official Tuesday, Northrop President Wes Bush said the government’s “Request for Proposal,” which outlines requirements for the aircraft, favors a bid by rival Boeing Co. If the terms are not changed, Northrop may not enter the competition to build 179 tankers, he said.
